Universal ICT Education Programme (UIEP) in Mauritius
- 400,000 Mauritians
trained in ICT to obtain the internationally-recognized
Internet and Computing Core Certification
(IC3) certificate.
- Announced by Prime Minister Dr. Navin Ramgoolam on 12
March 2006 (Mauritian Independence Day) and launched on
4 September 2006, under the direction of the National
Computer Board (NCB)

PHASE I:
2006-2009
CyberLearning
donated millions of dollars to supply IC3 training courses:
- Computing Fundamentals: basic principles of a computer,
key applications, basic operations, word processing, graphics,
and accounting speadsheet programs
- Living Online: understanding the world-wide web, the use
of the Internet and electronic mail
- Impact of ICT: examining the influence of the internet
on society
CyberLearning
arranged for the training and certification of trainees:
- Online training and certification exams conducted by
Certiport Inc. in 59 training centers across the country
- IC3 certificates printed in the US and sent to trainees
through CyberLearning.

- IC3 Certification, developed by Certiport, is the first
globally accepted, standards-based, validated certification
program for basic computing skills. Becoming IC3 certified
infers that one possesses the knowledge required for basic
use of computer hardware, software, and the Internet.
- IC3 certification is internationally recognized by
over 1800 education institutions in the US as well as
UNESCO, UNDP, and Microsoft.

PHASE II: 2009-Present
CyberLearning
opened a path to further training:
- Trainees who successfully obtain the IC3 certification as
well as all those who have at least a diploma in IT are able
to take over 2,700 online professional courses certified by
industry leaders like Cisco, Microsoft and Oracle at a discounted
rate of 95% off the market price.
- Courses are accessible anytime and anywhere
- Courses include: Information Technology, Business and Management,
Microsoft Certified Systems Engineer (MCSE), Cisco Certified
Network Associate (CCNA), Oracle Certified Professional (OCP),
Project Management Institute (PMI) Certifications, and more.
UIEP Goal: Addressing
the mismatch between labor supply and demand in the ICT industry,
thereby developing the sector, attracting investors and employers,
and making ICT the 5th Pillar of the Mauritian Economy and another
means of communication means on par with common spoken languages
like Creole, English and French.
The main objectives of the Universal ICT Education Programme
are:
- Creating an e-society where ICT pervades all spheres of social
development to ensure the welfare of all Mauritians
- Meeting the demand for IT manpower in the ICT industry
- Aligning Mauritius to international benchmarking in IT literacy
- Encouraging Mauritians to go for higher level industry-based
certification

The Delhi Digital Literacy Project
in India
- Over 1,300 Delhi
high school female students trained in ICT, with over
400
earning their certification so far in the internationally-recognized
Microsoft Office Specialist Certification
(MOS).

Partnered with Intel, Rotary Club, and Spice Foundation to bring
laptop access and computer literacy training to female students
from Delhi slums, from 2007 to the present.
- Plans to reach an additional 5,000
underprivileged female students for school year 2010-2011.

provided heavily subsidized Microsoft Office Specialist
certification training courses.
- CyberLearning
fully sponsored 230 underprivileged female students.

- CyberLearning
is working to make the training more employment-oriented with
work environment training and job placement assistance.
Project Goal: To
bring computer literacy and job placement assistance to all disadvantaged
girls in Delhi’s slums.

of Commerce in Egypt’s Online Training Service (OTS) |
- Over 6,500
Egyptian employees and jobseekers trained in IT and professional
skills and over 40,000
certificates awarded to date, with a satisfaction rate over
90%.
- Individuals can develop their own personal
skills, improving their efficiency in the workplace or their
competitiveness in the job market.
- Organizations can improve their employees'
skills by opening an administrative account and monitoring employee
training and performance.
PHASE
I: 2005-2008
- CyberLearning
partnered with the American Chamber of Commerce in Egypt’s
Business Information Center (BIC) to launch the OTS program
in December 2005.
- CyberLearning
provided over 200 heavily subsidized IT, business development,
management, and desktop computing courses open to all
Egyptians.

partnered with the BIC in 2008 to provide online training
to customers outside of Egypt, in both the Middle East
and Africa.
- CyberLearning
began to offer training for standardized tests so students
can widen their opportunities for higher education.
